    Your CONSERVATION COMMITTEE, to whom has been referred

SENATE BILL 5, as amended

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. Strike Senate Rules Committee Amendments 7 and 8.

    2. On page 1, line 23, after "TRANSFERS;", strike the remainder of the line and strike line 24 and insert in lieu thereof "REPEALING SECTIONS 17-1-1 AND 17-2-2 NMSA 1978 (BEING LAWS 1921, CHAPTER 35, SECTION 1 AND LAWS 1937, CHAPTER 23, SECTION 1, AS AMENDED).".

    3. On page 5, line 17, after "party", insert "; provided that at least one member shall be a member of an Indian nation, tribe or pueblo".

    4. On page 5, strike lines 23 through 25 and on page 6, strike line 1 and insert in lieu thereof "actively works at growing and selling livestock or crops from a ranch or farm where at least two big game species, as defined by and for which hunting is licensed by the department, are frequently present;".

    5. On page 8, line 22, strike "seven" and insert in lieu thereof "nine".

    6. On page 9, line 8, strike "and".

    7. On page 9, between lines 8 and 9, insert:

             "(3) two members appointed by the governor who shall not be registered as members of the same political party; and".

    8. Renumber the succeeding paragraph accordingly.

    9. On page 12, line 7, strike "shall" and insert in lieu thereof "may".

    10. On page 12, line 18, after "ecosystems", insert ", sustainable food supply".

    11. On page 13, line 1, strike "or policy".

    12. On page 13, line 18, strike "or policy".

    13. On page 19, line 13, strike "100.00" and insert in lieu thereof "50.00".

    14. On page 19, line 14, strike "100.00" and insert in lieu thereof "50.00".

    15. On page 19, line 15, strike "50.00" and insert in lieu thereof "20.00".

    16. On page 23, line 24, strike "3 and 4" and insert in lieu thereof "2 and 3".

    17. On page 24, strike lines 11 through 19 and insert in lieu

thereof:

    "SECTION 11. REPEAL.--Sections 17-1-1 and 17-2-2 NMSA 1978

(being Laws 1921, Chapter 35, Section 1 and Laws 1937, Chapter 23, Section 1, as amended) are repealed.

    SECTION 12. EFFECTIVE DATE.--

         A. The effective date of the provisions of Sections 1, 4 through 7, 9 and 11 of this act is July 1, 2026.

         B. The effective date of the provisions of Sections 2, 3 and 10 of this act is January 1, 2027.

         C. The effective date of the provisions of Section 8 of this act is April 1, 2026.".,

and thence referred to the FINANCE COMMITTEE.
